Boosters given within validity have no wait. Lapsed boosters restart the 21-day clock.

EU Pet Passport or Animal Health Certificate (AHC)
EU/EEA-origin pets need a valid EU Pet Passport; arrivals from other countries need a government-endorsed AHC issued within 10 days of travel.

Travelling to Portugal with your pet
Portugal has a long tradition of welcoming visitors — and their pets. The Algarve beach resorts, the Douro Valley, Lisbon's cobbled streets, and the Azores archipelago are all accessible to pet owners with standard EU travel documentation.
Portugal applies EU Regulation 576/2013 without additional national requirements for dogs, cats, and ferrets. A valid microchip, current rabies vaccination (21-day wait for primary vaccines), and EU Pet Passport for EU/EEA travel covers you. Pets from outside the EU/EEA need a government-endorsed AHC valid for 10 days. There is no tapeworm treatment requirement, no pre-arrival notification, and no quarantine.
Note that the Azores and Madeira are EU autonomous regions of Portugal — the same documentation applies, though transportation involves air or sea travel. Portugal's official veterinary authority is the DGAV (Direção-Geral de Alimentação e Veterinária).
