Finland is Echinococcus multilocularis-free and requires tapeworm treatment for dogs arriving from all European countries except Ireland, Northern Ireland, Norway, and Malta. Dogs from Great Britain are NOT exempt. The treatment must be administered by a vet using a praziquantel-based product between 24 and 120 hours before arrival at the Finnish border — not before departure.

Finland otherwise applies standard EU Regulation 576/2013: microchip, valid rabies vaccination (21-day wait for primary vaccines), and EU Pet Passport or AHC. No quarantine, no pre-notification for standard pet movements, and no breed restrictions at national level.

Finland is accessible by land from Norway and Sweden, by ferry from Germany, Sweden, Estonia, and Poland, and by air to Helsinki-Vantaa. The Finnish Food Authority (Ruokavirasto) is the national competent authority.

Yes. Sweden is not in Finland's exempt group. Dogs from Sweden must receive tapeworm treatment (praziquantel-based) from a vet between 24 and 120 hours before the scheduled arrival time at the Finnish border or port. The exemption only applies to dogs from Ireland, Northern Ireland, Norway, and Malta.
How exactly is the 24–120 hour tapeworm treatment window calculated for Finland?
The window is calculated backwards from your scheduled arrival in Finland. If your ferry arrives at Helsinki at 9am Sunday, treatment must be given no earlier than Tuesday 9am (120 hours) and no later than Saturday 9am (24 hours). The vet must record the exact treatment date and time.
Does Finland have breed restrictions for dogs?
Finland does not operate a national breed ban list. Dangerous dog legislation focuses on individual animal behaviour rather than breed-specific bans. All dogs must be kept on a lead in public areas unless in designated off-lead zones.
