Estonia follows EU pet travel rules — your pet needs a valid rabies vaccination and an EU Pet Passport or Animal Health Certificate. Non-EU arrivals also need a bilingual health certificate.

EU/EEA-origin pets need a valid EU Pet Passport; arrivals from other countries need a government-endorsed AHC issued within 10 days of travel.

Travelling to Estonia with your pet
Estonia is an EU member and follows standard EU Regulation 576/2013 for pet travel. Non-EU arrivals require a bilingual health certificate — in practice, a properly issued AHC from the origin country satisfies this requirement.
Tallinn's medieval old town is increasingly pet-friendly, with many hotels and outdoor cafés welcoming dogs. For nature tourism, Lahemaa National Park and the western islands of Saaremaa and Hiiumaa reward the trip. Entry is available by road from Latvia, by ferry from Finland and Sweden, and by air to Tallinn. Pets travelling by ferry from Helsinki on Finnlines or Viking Line routes can be accommodated in specified cabin categories — book early as pet spaces are limited.
